With the 2026 midterm elections approaching on November 3, political bettors and forecasters are closely watching which party holds the upper hand in Congress. Across three major sportsbooks, the numbers tell a remarkably consistent story: Democrats are heavily favored to retake both chambers.
Betting markets have long served as an informal but telling barometer of political momentum, aggregating the collective wisdom — and money — of thousands of people willing to put real stakes behind their predictions. Right now, that collective wisdom is leaning decidedly blue.
What the Odds Show
A survey of three leading bookmakers — William Hill, Bovada, and BetOnline — reveals strong and consistent Democratic favoritism heading into Election Day. Democrats winning both the House and Senate is the top-listed outcome at every sportsbook. At William Hill, that scenario is priced at -187, meaning bettors would need to wager $187 to win $100. Bovada lists the same outcome at -145, while BetOnline prices it most aggressively at -200.
For context, negative odds indicate a favored outcome, while positive odds reflect an underdog scenario. The steeper the negative number, the more confident the market is in that result.
The Four Scenarios, by the Numbers
Each bookmaker priced out four possible outcomes for Congress. Here is how each sportsbook sees the race shaping up:
William Hill lists Democrats winning both chambers at -187, Democrats winning the House while Republicans hold the Senate at +240, Republicans winning both chambers at +700, and Republicans winning the House while Democrats hold the Senate at the long-shot odds of +6600.
Bovada prices Democrats sweeping both chambers at -145, a split with Democrats taking the House and Republicans keeping the Senate at +175, Republicans winning both at +550, and the reverse split — Republicans in the House, Democrats in the Senate — at +1600.
BetOnline offers the most bullish Democratic odds, with a full sweep at -200, a House-only Democratic win at +170, a Republican sweep at +900, and the reverse split at an extreme +8000.
Across all three platforms, a Republican sweep of both chambers remains a significant underdog scenario. The most consistent second-most-likely outcome is a split Congress, with Democrats controlling the House and Republicans retaining the Senate.
The political environment heading into November has been turbulent. A recent Fox News poll showed President Trump’s approval rating taking a notable hit, a development that historically correlates with midterm losses for the party in power. Meanwhile, the tone of the campaign has grown sharper, with name-calling and personal insults surging across midterm races nationwide. Even within Republican ranks, tensions have surfaced — Rep. Marjorie Taylor Greene recently described Trump’s base as a “grotesque cult.”
Betting markets do not vote, and they are not always right. But as November 3 draws closer, the consistent lean across multiple bookmakers suggests that the political headwinds facing Republicans are being priced into real money — and real expectations.
